I just copied and pasted the following excerpt from the San Juan 23 Internet Fleet Webpages-Specifications for Racing which you can find on the ame page (my new format) as Bob Schimme\'s Techtips link. Does this answet your question?

8. Length of the mast is not limited. However, a one-half inch black band is to be maintained on the mast, so that the lower edge of the band is to be no higher than 26? -0? above the mast step. The sail, when hoisted, shall not extend its topmost portion above the lower edge of the band. Another black band must be maintained on the mast 24? -0? from the lower edge of the band to the upper edge of the lower band. The sail shall not be downhauled past the upper edge of the lower band.

Hi guys:
The mast is supposed to be marked with black bands to indicate the
lowest possible point that the mainsail tac is allowed to sit at and
there is another one at the top of the mast to mark the highest possible
point that the sail can be hoisted. This is for class racing. Panache
came with them but I guess I shouldn't assume that ALL masts are
equipped with them.
I am currently searching for where the regulations state they are
supposed to be. Stand by.
