PHRF ratings vary from place to place.  This isn't as weird as it 
sounds, because a boat's relative performance varies from place to 
place too.  SJ23 versus Laser will be very different on a protected 
inland lake than it would be on Puget Sound with sometimes big waves 
and wind.  So it isn't enough to just look for pure correction factors. 
 You need to start by figuring out what measurement you want to make.  
The whole basis behind PHRF, Portsmouth, and other handicapping systems 
is to try to compare two boats that are inherently unequal, and any 
attempt to do that will have to include judgment, biases, and 
compromises.
