I have a San Juan 23 swim ladder in stock that was made by the people who do bow rails. It is a bit pricey at $270, but is made for the boat and can be installed with only some reinforcing of the transom.

 At that time it was $225.  Which I thought was high, but now that we have the ladder and have used it- well worth the $$.  The first one he sent needed one of the stand-off legs longer, which they did. We did shim one of the legs with a stainless washer and the ladder is perfect and looks great. When folded up it does not get in the way and the foot rungs are flat with a rubber pad on them.  If I remember correctly, we found this ladder on the SJ23 Tech Tips site.
