So far I have had a number of affirmative responses.....many suggesting
that I reinforce the bolts around the slot that the block will be in (eg
stainless washers) just to be sure.  It's all good news.

If your toe rail is trough bolted as are the San Juan 23's there should
be
no problem with attaching spinnaker blocks to the rail.
