The website Chuck mentioned provides free scanned versions of all charts
in the NOAA catalog.  If you know the chart number and you just want to
jump to the chart without using their somewhat overdone GUI, you can look
at

http://mapfinder.nos.noaa.gov/mfimages/Charts/18434_1.gif

for instance, to see Chart 18434, main page.  

Some charts have insets (to show harbor detail, for instance); you can see
those by changing the second number.  See, for example,

http://mapfinder.nos.noaa.gov/mfimages/Charts/18446_2.gif

The chart numbers are the same ones you'll find in the paper catalogs.
