Hi Chuck;

The black "adhesive" you are talking about is likely the resin showing
through.  It's black because there's no light shining through it.

Painting it is a good idea.  Mix in a handful of fine sand or crushed
walnut shell in the paint to create a nonskid finish. Stir the paint in
the can often as you do this job. If just the nonskid area of the deck
is worn, I suggest you mask it off, painting just this area, and leave
the smooth surface alone.

I leave the choice of colours up to you. Best get to this job soon
before the surface wears through to the balsa core.
