The hull to deck joint was cemented with a hard adhesive, and so because the
hull and deck expand, and contract at different rates, they all leak. The
cure is to remove the wood trim inside,  and get someone outside with a #2
roberts driver, and use a socket, and a deep socket on the machine screws.
Plan on replacing them, as they were probably broken off after tightening.
Star on one end, and work to the other end. The toe rail will straighten as
you remove the machine screws. Do not panic! This is normal. After removing
both toe rails Pry the hull and deck apart, and clean the old caulk and
adhesive. Lay a generous layer of sika-flex, or any good polyester caulk
between the hull and deck. DO NOT USE 3M 5200. He who uses 5200 is doomed to
take it apart, which is the worst punishment I know. Put the deck back down,
and caulk under the toe rail from one end, and start putting machine screws
back in the holes. Get them all in before cinching them. start with them
just snug until you get them all in. You may want to move things a bit. You
can run masking tape along the deck next to the toe rail, to let the excess
caulk mush out. This makes your job look professional.
